Saute onions and garlic in olive oil
Char other veggies in a dry hot pan adding to the onions.
Add can tomatoes + 1-1/2 cans water and simmer for 1/2 hr
Butter a large pan and line with phylo.
Sprinkle rice (uncooked) in bottom, plus fresh oregano, plus drained can of beans, add veggie mix on top. Fold over phylo and bake at 350 deg F for 40 mins.
Whisk 3 sauce ingredients, pour on top of pie with fresh oregano. Bake for a further 1/2 hr.
Let sit for 10 mins then cut and serve.
